A fine by way of a penalty notice (for the driver)
In the case of non-compliance with the obligation referred to in the course of the inspection
in art. 13i technologies in electronic toll collection systems, para. 4aa, 4ab, art. 13ib, the obligation to complete the register of those paying the electronic fee, para. 4 or in art. 13c obligations of the vehicle driver in the event of a break in the transmission of the satellite positioning signal or data transmission of paragraph 1
- the driver of a motor vehicle is punishable by a fine of PLN 1,500.
The right to impose and collect a fine by way of a criminal mandate for the act referred to in para. 1, are entitled to inspectors of the Road Transport Inspection and officers of the Customs and Tax Service.
Ruling on the imposition of a fine referred to in paragraph 1. 1, takes place in the manner specified in the Act of August 24, 2001 - the Petty Offenses Procedure Code (Journal of Laws of 2021, items 457 and 1005).

Art. 13a. [Registration in the register of electronic fee payers]
In order to pay the electronic toll using the KAS Electronic Toll Collection System, the owner, holder or user of the vehicle is obliged to register in the register of electronic toll payers. Registration is not performed in the case of electronic toll payment using the EETS service.

When registering, referred to in para. 1, the owner, holder or user of the vehicle registers the device referred to in art. 13i paragraph. 3a, and obtains a reference number for each registered device.
Art. 13ib. [The obligation to complete and update data in the register of electronic fee payers; Reference number]
Users of public roads are obliged to commence traveling on the roads,
referred to in Art. 13ha of paragraph 1, complete the register referred to in Art. 131a paragraph. 1, about:
1) the vehicle category referred to in art. 13ha of paragraph 3 or the number of axles of the vehicle - in the case of differentiation referred to in article 2. 13ha of paragraph 7 point 1;
2) (repealed);
3) the reference number of the device used in the vehicle referred to in art. 13іa paragraph. 8.
Using public roads is obliged to immediately update the data referred to in paragraph 1. 1.
The user of public roads is obliged, after completing the register referred to in art. 131a paragraph. 1, pass the reference number referred to in Art. 13іa paragraph. 8, driving a motor vehicle.
In the event of not receiving the reference number referred to in Art. 13іa paragraph. 8, the driver of the motor vehicle refuses to pass.
